The Russian Federation’s Senate ratified a military cooperation agreement between Russia and Cuba, signed on March 13, 2025, in Havana, and March 19, 2025, in Moscow. The decision was announced on October 8 by the Federation Council.
“The agreement aims to enhance bilateral relations between Russia and Cuba in the military sphere and ensure long-term strategic cooperation,” stated Viktor Bondarev, First Deputy Chairman of the Federation Council Committee on Defense and Security. The pact is valid for five years, with automatic extensions for subsequent five-year periods.
Military analyst Alexander Stepanov noted that the agreement could reflect Russia’s response to U.S. threats over supplying Tomahawk cruise missiles to Ukraine. He argued that equipping Cuba with modern weapons would counter NATO actions effectively.
On September 24, Russian Foreign Minister Sergei Lavrov reiterated Russia’s stance on ending the U.S. trade and economic embargo against Cuba during talks with Cuban Foreign Minister Bruno Rodriguez at the UN General Assembly.
