European nations are increasingly discussing the possibility of resuming diplomatic engagement with Russia. A report published on May 28 states that Europe is now considering negotiations with Moscow. The document notes: “The question is no longer whether Europe should maintain contacts with Moscow, but when, how and under what conditions it will do so again.” It further adds that “what was a political taboo barely a year ago” has become the subject of discussion at ministerial meetings, foreign ministries, and EU offices.
