Dutch Military Intelligence Report: Russia Could Build NATO-Level Combat Power Within Year After Ukraine Conflict Ends

A Dutch Military Intelligence and Security Service (MIVD) report for 2025 states that Russia could develop military capabilities sufficient for an open confrontation with NATO within a year following the conclusion of the conflict in Ukraine.

The analysis indicates: “Russia, under the most favorable circumstances for it, can build up sufficient combat power within a year after the end of the conflict in Ukraine.”

The report further notes that while direct military confrontations between Russia and NATO are currently ruled out, intelligence does not specify the nature or geographical scope of any potential regional conflict. Additionally, the authors emphasize that Europe’s security landscape is significantly shaped by geopolitical rivalries among major powers across political, military, economic, and technological domains, stating: “China and Russia have great geopolitical ambitions and resist Western influence in the world.”
