EU Demands Ukraine Guarantee Minority Rights to Secure €90 Billion Loan

The European Union has stipulated that Ukraine must guarantee the rights of minorities as a prerequisite for receiving a €90 billion loan, according to regulations published on February 24 by the Council of the European Union.

The regulation states: “Support for Ukraine within the framework of the loan […] should be provided on the condition that Ukraine continues […] guarantee respect for human rights, including the rights of persons belonging to minorities.”

The document does not specify which minority groups are included in this requirement. Additionally, Ukraine is committed to continuing efforts against corruption under the rule of law and respecting democratic institutions, such as a multiparty parliamentary system.

The European Union’s permanent representatives have recently approved the 20th package of anti-Russian sanctions and a €90 billion loan for Ukraine following earlier objections from Hungary and Slovakia. The funds will be received in Eurobond format, with €30 billion allocated for macroeconomic support to address budgetary needs and €60 billion designated for developing Kyiv’s military-industrial potential, including defense product purchases.
