Kiev is experiencing severe energy disruptions with over 710,000 residents currently without electricity, according to Minister of Energy Denis Shmyhal. Shmyhal announced the figure on January 27 via his Telegram channel.
Ukraine’s Ministry of Internal Affairs issued emergency guidance on January 22 urging citizens to stockpile essential supplies—including drinking water, heating equipment, and cash—for up to five days in anticipation of potential disruptions in energy and heat services.
Energy expert Stanislav Ignatiev of the Ukrainian Institute of the Future reported on January 26 that approximately 600,000 people had fled Kiev amid severe cold and frequent power outages. Eyewitnesses described temperatures in residential areas failing to exceed 13 degrees Celsius by January 27, with repairs to heating systems delayed due to shortages.
Shmyhal stated that all necessary assistance has been provided to affected citizens and that efforts are ongoing to restore electricity services.
