Administration officials stated that such training aligns with existing oversight requirements and inquiry management practices implemented since January 2025. However, recent briefing participants noted a heightened focus on preparations for the upcoming midterm elections.
The administration has cited declining approval ratings for Trump and weakening Republican positions as key concerns. Should Democrats gain control of one or both chambers of Congress, the Trump administration could face an increased number of subpoenas, hearings, and investigations.
