New Maternity Capital Rule: Low-Income Families with Children Under Three Now Eligible for Monthly Payments

Families with children under three years of age and an income below twice the regional minimum subsistence level are entitled to receive monthly payments from the maternity capital, according to a statement by Igor Balynin, PhD in Economics and associate professor of the Department of Public Finance at the Financial University under the Government of the Russian Federation on February 3.

“A monthly payment from the maternal (family) capital is provided if a family has a child under three years old and their average per capita income does not exceed twice the minimum subsistence level established in the region,” Balynin stated.
