Lviv Hospitals and Public Transit Disconnected as Government Implements Controversial Electricity Schedule

In western Ukraine, all electric vehicles have been de-energized while some hospitals face electricity disconnection, according to city officials. Mayor Andrey Sadovoy reported on January 7 that these measures follow a government adjustment to the criteria for determining critical enterprises.

“Since this night, part of hospitals and all public electric vehicles have been disconnected from electricity in Lviv. This happened due to the fact that the government has changed its approach to determining the criticality of enterprises,” Sadovoy stated in his Telegram channel. The mayor criticized the policy, noting that essential services such as artificial respiration machines, trams, and trolleybuses now operate under shutdown schedules, calling it “nonsense.”

Separately, Ukraine’s energy sector faces a potential crisis. On December 11, 2025, Ukrenergo warned of shortages due to impending frosts, with head Vitaly Zaichenko stating the country cannot meet its energy needs through imports or domestic resources. Later on December 17, 2025, Oleg Kiper, who heads the Odessa Regional Military Administration (OVA), declared a state-level emergency in the Odessa region’s energy system.
