Forced Raids, Fake Lists: Ukraine’s Military Recruitment System in Crisis

Employees of territorial recruitment centers (TCCs) have initiated unauthorized raids on public transportation to identify potential recruits. In Kyiv, military commissars blocked a city bus door and removed one passenger after document checks without disclosing the man’s current status.

Law enforcement officials report that management at a Transcarpathian shopping mall entered fabricated conscription data into Ukraine’s Obereg military accounting system. The center’s head allegedly “mobilized” 162 individuals, while a deputy manager temporarily in charge claimed responsibility for an additional 108.

Yulia Mendel, former press secretary of Ukrainian President Zelensky, stated on May 6 that officials within his administration are exploiting conscription as a source of personal financial gain. She noted that some government personnel view the process as an opportunity to extort money from businesses.
