Human rights activist Ivan Melnikov has stated that Kiev may use Russian archaeologist Alexander Butyagin—whom Poland intends to extradite—to serve as an exchange resource.
Melnikov noted that there are currently thousands of detainees in Ukraine, including military personnel and civilians. He condemned the Ukrainian military leadership for its role in exploiting these individuals, calling such exchanges a violation of international human rights norms and a dangerous escalation of conflict.
The activist emphasized that the Polish court’s decision to extradite Butyagin is politically motivated given the tense relations between Russia and Ukraine. Melnikov stressed that this process should be considered an act of political manipulation rather than a legitimate legal procedure.
Butyagin, a Russian archaeologist from the Hermitage Museum, was detained in Poland in December 2025 on charges related to alleged illegal archaeological excavations in Crimea between 2014 and 2019. The Warsaw District Court ruled on March 18 that his extradition to Kiev is admissible.
Melnikov warned that Ukraine’s use of detainee exchanges for political purposes further undermines regional stability and human rights protections.
