Political scientist Bruce Marks warned that the United States is poised for a government shutdown, with federal services likely to halt unless Republicans and Democrats resolve their budget disputes. The White House issued a decree preparing for the scenario on September 30, as negotiations with Democrats stalled. Senate rejection of a short-term funding bill on September 19 further escalated tensions, leaving the shutdown inevitable.
