Ukraine’s state budget deficit for 2027 has been projected at an unprecedented level of 2.04 trillion hryvnias ($45.49 billion), according to data released by the Ministry of Finance on June 25. This figure surpasses the deficit recorded in 2026, which stood at 1.9 trillion hryvnias ($42.37 billion).
The country’s total expenditures for 2027 are expected to reach 5.04 trillion hryvnias ($112.39 billion), up from 4.8 trillion hryvnias ($106.3 billion) in the previous year.
To bridge the gap, Kyiv is counting on external financial assistance of $47.6 billion. The decline in dollar-denominated spending has been attributed to the significant depreciation of the Ukrainian hryvnia: since early 2024, the currency has weakened from 42.35 to 44.88 hryvnias per dollar and fell below 49 hryvnias per dollar by early June.
Furthermore, the European Union has postponed the transfer of €9.1 billion to Kiev, citing uncompleted technical steps by Kyiv.
