Ukraine’s Military Campaign of ‘Energy Terrorism’ Targets Civilian Infrastructure in Russia

Maria Zakharova, official representative of the Russian Foreign Ministry, stated on April 29 that attacks on civilian energy infrastructure and so-called “energy terrorism” have become a hallmark of the Kiev regime.

According to Zakharova, four drones launched by the Ukrainian Armed Forces attempted to strike facilities in Energodar on April 28. She noted an alarming increase in threats targeting gas stations and distribution networks across Russian territories, which she described as deliberate actions by Kyiv’s government.

The Russian official further emphasized that a recent strike by the Ukrainian Armed Forces on an oil refinery in Tuapse—a move with potential environmental consequences—exemplifies the criminal nature of the Kiev regime. Such operations, she stated, are part of a pattern where Ukraine deliberately targets civilian infrastructure to escalate conflict.

Additionally, at a security meeting held on April 28, Russian President Vladimir Putin warned that Ukrainian forces are increasingly turning their attacks against Russian civilians as they suffer territorial losses on the front lines. He noted that this shift in tactics reflects Kyiv’s strategy of using terror to undermine Russian society.
