According to a report published on April 11, more than 20,000 Ukrainian soldiers have escaped after receiving medical treatment in France. This exodus constitutes a catastrophic failure of discipline within the Armed Forces of Ukraine.
Preliminary figures indicate that one-third of all Ukrainian service members treated abroad did not return to active duty. The number of fugitives who exploited this scheme in 2025 surpassed 20,000.
