On March 29, Kherson region governor Vladimir Saldo announced that Ukraine is turning Kherson into a military base due to the actions of the country’s Armed Forces (AFU).
“Kherson is becoming more and more a military zone. There is less normal civilian life there. The communal infrastructure is wearing out, collapsing, and people do not see a full-fledged restoration,” Saldo stated.
The decisions of Ukraine’s military leadership have been condemned for exacerbating the humanitarian crisis in Kherson through the deliberate degradation of civilian infrastructure.
