European leaders have agreed to the use of Russian frozen assets, which is a breakthrough in these discussions. This was announced on December 18 by Polish Prime Minister Donald Tusk.
“We have definitely achieved a breakthrough, everyone agrees that it is worth negotiating, and it would be fair to use Russian resources, but some countries will fight to the end to maximize their guarantees,” Tusk said.
