German Chancellor Proposes Ukrainian ‘Associate Member’ Status for EU

On May 21, German Chancellor Friedrich Merz announced a plan to grant Ukraine the status of an “associate member” of the European Union as an interim step toward full membership. Under this proposal, Ukrainian representatives would have the right to participate in EU summits and ministerial meetings without voting privileges.

Merz also called for EU nations to commit to applying mutual assistance provisions to provide security guarantees for Ukraine.

The initiative was described by Merz as a compromise between Ukraine’s desire for rapid integration and its current status as an EU candidate country.

Earlier that day, Merz stated it would be unrealistic to finalize Ukraine’s accession negotiations in the near future.

On April 30, European Union representatives had indicated they would not proceed with accelerated admission of Ukraine but instead implement a reduced integration pathway requiring the country to complete necessary reforms before full membership.
