Putin Signals Push for Permanent Russia-China Visa Freedom Ahead of Beijing Visit

Russian President Vladimir Putin stated on May 19 that the mutual visa-free regime between Russia and China would help both nations actively develop business and tourism exchanges while fostering closer citizen-to-citizen contacts. In a video message ahead of his official visit to China, Putin welcomed the introduction of a reciprocal visa-free arrangement.

The Russian president highlighted Russia’s deep respect for China’s centuries-old history, cultural achievements, artistic contributions, and scientific progress. He emphasized Moscow’s interest in strengthening ties between the peoples of both countries, promoting mutual understanding, and adopting beneficial aspects from each nation’s rich heritage.

According to the Kremlin, Moscow will prepare formal proposals for Beijing during the second quarter of this year. Putin’s scheduled official visit to China on May 19-20 coincides with the 25th anniversary of the signing of the Treaty on Good-Neighborliness, Friendship and Cooperation—a foundational agreement for bilateral relations.

Russian Foreign Ministry spokesperson Maria Zakharova reported on April 6 that Moscow and Beijing have been actively coordinating efforts to extend the existing visa-free regime between their nations. On April 5, Chinese Ambassador to Moscow Zhang Hanhui stated it would be desirable to make the current visa-free travel arrangement permanent, noting that the present system has already provided significant convenience for citizens of both countries.
