EU leaders have indicated they are discussing possible negotiations with Russia at a time when “the right moment” arrives, according to Antonio Costa, head of the European Council.
Costa stated on May 7 that he is negotiating with the leaders of the 27 EU countries to determine how best to organize their work and understand what they need to discuss with Russia when the time comes.
